Net Zero 2030 Cabinet Decision to be reviewed

The recent cabinet decision by WNC to refocus the Sustainability Targets and drop the Net Zero 2030 ambition has been called in.

A call in is a review process. When 7 or more members write to the Monitoring Officer they can ask for a cabinet decision to be reviewed by the relevant scrutiny committee. The call in must be made within 5 working days of the original decision, once accepted as valid, the cabinet decision is paused and will not be implemented until the call in has been dealt with.

In this case, the Place and Resources Committee, the one that I chair, will handle the call in.  The committee will meet next month.  The Cabinet decision all relevant facts, the reasons for the call in, any alternatives to the cabinet decision or other things for it consider will be debated.

The scrutiny committee can do one of two things:-

1: take no further action in which case the cabinet decision will become effective immediately

2: refer the decision back to Cabinet with additional recommendations for it consider

If the scrutiny committed takes option 2, then Cabinet will reconsider their decision at the September meeting.  They can accept or reject the recommendations of the scrutiny committee in whole or part, then alter or confirm their decision.  There is no further review and whatever Cabinet agrees to in September will be final.
